However, Flash Lite 3.1 is basically Flash 9 + ActionScript 2.0 so it does play back lots of Flash content, hence the confusion. So, to summarize, the browser supports FL 3.1 plugin (sites like youtube and FLV work, albeit a bit slowly. I was not sure if the browser supported Flash Lite but from what you are saying it does.
By the way, you can do more then UI with Flash Lite 3.1, apps, games and so on with integration with native APIs.
